Biologists surveying a stream
An issue identified within the "Strategic Plan for Management of Trout Fisheries in Pennsylvania 2010-2014" is that a number of Pennsylvania waters are unassessed; specifically:

ISSUE 1: The PFBC has not assessed all of the streams throughout the Commonwealth. As a result, the total number of streams that support wild trout populations in Pennsylvania is unknown, which leads to inadequate protection for these streams. The PFBC does not currently have the ability to assess these most at-risk streams at a rate that outpaces the rate of degradation.

About 22,000 of the 86,000 miles of flowing water in Pennsylvania have been sampled by biologists from the PA Fish and Boat Commission. As of 2011, about 12,800 miles were designated as wild trout waters.
